I've noticed the same thing with faction medium shield boosters (pimping out a shield tanking hyperion). What I suspect is that either someone messed up the loot tables, or these now appear only in low sec.

Mr. Horizon, I just don't buy it. Sure there's a few resources like dysprosium moons that are saturated. But the key resource extracting activities: mining, missioning, exploration, and ratting are just fine.
